The so called "shim" is a spacer. It looks like a ring or a washer. The shim or spacer slides onto the rocker shaft the same as the rocker arms. There are four spacers on each shaft and each spacer separates the two rocker arms for each respective cylinder. When the rocker arm is assembled and installed correctly and going from one end to the other, you will see:
Narrow hold down;exhaust rocker; shim; intake rocker; wide hold down; I rocker; shim; E rocker; N hold down;...repeat.
