Those are all factory installed vin tags. They were never screwed on,
always spot welded. The only other numbers that may match on the cars are the
data tag, which is screwed on in different places depending on year. Some have
them behind the heater core and below the trunk on the cross member behind the
bumper. These are 60 and up uni-body cars. Cars with frames may have them
somewhere too, but they would match the data tag, or engine number. Your DMV is
wrong.
